I have the honour to transmit for such action as may be deemed advisable an account received from

The Robinson Piano Company, Limited of Hongkong, Shanghai, and Singapore, of losses sustained by them in consequence of

the non-delivery of certain piano-wire which was on board the Peninsular and Oriental Company's S.S. 'Malacca' when the

journey of that vessel was interrupted by the S.S. St. Petersburg of the Russian Volunteer Fleet.

I have asked the Company to explain their alleged losses in further detail but have considered it advisable to transmit the claim without waiting for this explanation so that it may be dealt with at the same time as others

that will doubtless have been transmitted through His Majesty's Government in connection with the same incident.
